How are CRMP Grant Program ZIP Codes Selected?

ZIP Codes for California Residential Mitigation Program (CRMP) grants are selected based on:

  • Areas of highest seismicity (frequency of earthquakes) using the United States Geological Survey earthquake hazard map for California,
  • Areas with a high number of homes built before 1980 that have raised foundations (EBB program)
  • Areas with a high number of homes built before 2000 that have a living space over the garage (ESS program)
  • For ESS only: where a local building department was willing to accept the use of the prescriptive plan sets in FEMA P-1100, which are the construction plan sets used for ESS retrofits.
  • For EMR only: cities that have a mandatory, multi-unit residential soft-story retrofit ordinance for wood-framed, and built before 1991.

This selection process was approved by the CRMP Governing Board.
