About MOUs & Bylaws:

Eventually, most CRMP groups create two main documents: bylaws and a memorandum of understanding (MOU). These are help clarify for current and future participants the context, mission and organization of a group. Each group's documents, and content are different because each group organizes differently. However, there are usually common elements.

 

The most important thing to remember is that these are voluntary and not legally binding documents.

 

Bylaws, are the 'operating' document. This document lays out the organizational structure of the group, explains the decision making process and authority, and financial organization.

 

The MOU, is the 'enabling' document. This document explains the mutual agreement, group principles, the planning area (context), the mission of the group, the purpose and it is signed by those who voluntarily agree to work toward the groups' common goal.
